I am trying to install a printer on windows 7 but the print spooler wont start so i can't install
I have accessed the services.msc menu and tried to manually restart the spooler it is at this point that it i get the error msg:
Error 1053 Did not respond in timely manner etc . I have tried a computer restart but to no avail.
What should I do as i have no printing capacity but i do have scanning??

The registry key seems OK.
Can you run the system file checker to check for system file corruption - follow Option 1 in the folliwng link:

A system restore will not work in this situation as the printer never worked.

it was an upgrade so over the top of Vista home premium 64bit
Until the Printer Spooler service works you will not be able to install a printer.
Can you export the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Spooler
Then upload the resulting .reg file to Windows Live SkyDrive or similar site and provide the link.
Also, did you "clean install" Windows 7 or did you upgrade "over top" of a previous Windows installation?
