This is my first time posting on this forum so please excuse any mistakes I might make. I've read over the code of conduct and FAQ so I should be fine but please let me know if I go against any unwritten rules or etiquette :-)
I just wanted to give my findings on the same issue that we seem to share. First, I can confirm that this isn't an issue exclusive to windows; I'm dual-booting Windows 7 and Ubuntu (12.10 32-bit) and have the problems on each. I won't discuss the issues
on Ubuntu as this is a Windows forum but it might give some further insight into the issue by noting that whatever is the cause is shared by both operating systems. Further, the fact that I'm using a 32-bit linux distribution and a 64-bit Windows operating
system seems to indicate that the issue isn't directly related to the architecture (and perhaps therefore specific driver).
I've tried implementing the various fixes offered above with the exception of deactivating active desktop (as this feature was from Vista onwards) and altering the msconfig boot settings (as I'm under the impression that this would only affect how many
cores are used when booting the operating system and thus have no impact on mouse functionality within an already booted Windows) and they haven't provided permanent resolve.
I can confirm that playing youtube videos does consistently make the stutter worse but only when first opening the webpages (that is, once the videos have started streaming the stutter goes away). I tried this with one video and about 10 videos simultaneously;
my findings were that the number of videos (and thus increase in network activity) didn't alter the amount of stuttering/lag.
I also tested flash player by opening many flash intensive sites simultaneously (about 15) and noticed an increase in stutter but again only when first loading the pages. I also tried a few sites that have poorly scripted flash content and this didn't
seem to produce a different effect.
I find the issue becomes most noticeable/exacerbated when playing videogames (regardless of online/offline status). Counter-Strike global offensive brings my mouse to a complete halt for about 5 seconds at a time, occurring around 4 times a minute. Again
it is mostly when making selections and not not as much in-game (that is, running around and shooting). It seems that the mouse is completely disconnected when the stuttering/freezing occurs because my mouse buttons (shooting/melee) stop working as well as
cursor movement (aiming).
It is definitely isolated to wireless mice because whenever the stuttering/lag/disconnection occurs I can use my trackpad without any lag whatsoever. Further, I have connected two mice at once (wireless/wired) and the wired mouse works when the wireless
doesn't.
Unfortunately I haven't been able to find a definitive fix, but I've stumbled across a few things which might help (at least a bit). First, the logitech
website cautions that using a USB 3.0 device can interfere with 2.4GHz receivers operating from USB 2.0. I've tried transferring files onto a usb hdd while moving the mouse but cannot notice any stuttering and connecting the receiver into the USB 3.0 port
doesn't take away the lag when playing Counter-Strike (neither does disabling the USB 3.0 port completely via device manager). Next, I tried moving the mouse physically closer to the receiver (to increase signal strength and reduce possible interference) and
noticed the lag lessened/stopped but I couldn't continually reproduce this, finding it working only around 50% of the time.
Hopefully this has shed some new light on the situation (despite providing no solutions). I'll keep tinkering and if I find a fix I'll report back. Sorry for the massive post!

Edit: I updated my setup info to include the core software I'm running. Also I'm looking at whether cpu/gpu intensity impacts on the disconnections/stuttering, whether the polling rate drops considerably when the lag happens and therefore not detecting
physical movements of the mouse, and a few other random/quirky ideas. I'll write back if I find anything useful.
