Windows could not connect to the System Event Notification Service service.

Every so often, 1 in 50, my laptop is very slow to start-up I get the "Please Wait" before the login screen.  Once I do log in I get the error:  

"Failed to connect to a windows service.

Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond."

Aero seems to be disabled also and cannot be fixed without a restart.  This problem is getting to be bothersome and I need to know if it could be hardware related.  Thank you in advance for you help.

This works!!! 

 Reset the Winsock Catalog

  1. Open a Command Prompt as an Administrator.
  2. Type “netsh winsock reset” (without quotes) and press Enter.
  3. Restart the computer.

Hi,

Since when are you facing this issue?

Did you make any software or hardware changes to the computer recently?

Check if the System Event Notification Service is running or not. To check for the services

1.      Click on Start

2.      In the start Search box type Services

3.      Right Click on - RUN AS ADMIN

Check if the below mentioned services has the mentioned status and start up type.

System Event Notification Service            Started                 Automatic

Also, check the dependency services that are required for System Restore Service to run.

To check that double click on the service and click on the dependency tab.

For the system being slow you may try to improve the performance by optimizing Windows and check if that helps. Follow the link given below on how to optimize Windows.

The aero issue can be resolved by installing or reinstalling the updated graphics card drivers. You may check if any update for the Graphics card is available for your computer from the computer manufacturer.

    Windows 7 here- I have had the issue of not being able to connect to the Windows Service for awhile now, and this morning just received the error of being unable to connect to SENS. While this isn't a permanent fix by any means (at least as far as I can tell) this is how I have been avoiding the issue.

    The errors seem to be account based, as far as I can tell. So what I have done is I created a second, empty account on my computer after first having this problem. While only receiving the error regarding Windows Service, I logged into the second account (non-admin) first and it had no issues, then upon logging into my main account (passworded admin) things proceeded as normal without the error.

    Now today, I was unable to log into my second account due to the SENS error. I logged onto my (Aero-broken and unable to connect to Windows Service) admin account to see what was wrong with SENS (which was running automatically), logged out, after the ten minute wait I logged into my second account with no problem. Then proceeded to log into my main account without either issue. So I can only assume that logging into the admin account "fixed" the SENS issue, and into the second account "fixed" the Windows Service issue.

    It's tedious and I have to do it on every start-up, but I haven't had the time nor the competence to do a full reinstall of Windows 7 or anything that major. Taking a look at the hotfix that was previous linked, and will try that after my backup completes, but I thought I should at least post what was temporarily working for me as kind of a roundabout.
