Every so often, 1 in 50, my laptop is very slow to start-up I get the "Please Wait" before the login screen. Once I do log in I get the error:
"Failed to connect to a windows service.
Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond."
Aero seems to be disabled also and cannot be fixed without a restart. This problem is getting to be bothersome and I need to know if it could be hardware related. Thank you in advance for you help.

Since when are you facing this issue?
Did you make any software or hardware changes to the computer recently?
Check if the System Event Notification Service is running or not. To check for the services
1. Click on Start
2. In the start Search box type Services
3. Right Click on - RUN AS ADMIN
Check if the below mentioned services has the mentioned status and start up type.
System Event Notification Service Started Automatic
Also, check the dependency services that are required for System Restore Service to run.
To check that double click on the service and click on the dependency tab.
For the system being slow you may try to improve the performance by optimizing Windows and check if that helps. Follow the link given below on how to optimize Windows.

The aero issue can be resolved by installing or reinstalling the updated graphics card drivers. You may check if any update for the Graphics card is available for your computer from the computer manufacturer.

I cannot do this in Safe Mode, but I cannot log in normally as I am not the user admin. Are you saying that only the User Admin Account can solve the problem?

According to my previous post (page 7) this was my solution with an HP Elitebook: (another person, at page 8 I think,had the same problem with another model of HP Elitebook and he solved it by updating this driver, so this might be applicable to your computer too)

i have the same problem with my Hp EliteBook 8540W. I can't be more specific than you, i quote everything you wrote:
-Very slow at bootup with "Please Wait" before login.
-Error "Windows could not connect to the System Event Notification Service".
-No Aero.
-Very slow at shutdown.
-This issue occurs twince a month or more (random).
I have already reinstalled the system without benefits. I haven't any docking station.
The only other thing i can see in Windows Event Viewer Logs is the Audio Service hanging during login issue.
So i decided to update the old driver "IDT High-Definition (HD) Audio Driver 6.10.6257.0; 23 gen 2010" with new one "Driver audio IDT High-Definition (HD) 6.10.6300.0; 29 ott 2010" from Hp official support site. I don't know if this operation will solve the problem but i hope so and i'll let you know. Sorry for my english.
