It does work! It works in a way that lets you choose to get special
international characters, like ь, с, з, etc.
But if you want such characters, there are much easier ways to get
them. I use and recommend a little freeware background program called
AllChars. This lets me type many common special characters (many of
these are used in other languages) very easily, by pressing the ctrl
key followed by a two character mnemonic combination.
For example, for с the two characters are ~ and n. For з it's c and ,
For ь it's u and "
