There are a 100+ million computers running Windows 7 that do not have the issue you
are experiencing. That fact alone tells you there has to be something else if play.
One big problem is that you have been dealing with "Leeks and Peeks" at a Best Buy
(other Big Box Stores are similar) where they usually have very limited ability to
thoroughly troubleshoot hardware issues. So look for a real computer shop, one that
does its own in-house service, or the System Maker's Support.
Since the hard drive has been replaced so many times (you would think the guys at
BB would have picked up on that as a CLUE) the issues has to be other hardware.
Maybe the drive controller on the motherboard or other hardware.
Other possibilities would include any boot related utilities such as might be used to
dual boot other OS such as Linux. Or improperly installed dual boots of Windows.
