I am using Windows 7  and getting an error Code

WerFault.exe - Application Error

The Instruction at 0xfcf9c9fe reference memory at 0x00000001. The memory could not be written. Click to terminate program.

How do I fix this?

The werfault.exe is used for Windows Error Reporting. It is a feature that allows Microsoft to track and address errors relating to the operating system, Windows features, and applications. It gives you the option to send data about errors to Microsoft and to receive information about solutions.

You can access settings for Windows Error Reporting here: Control Panel > System and Maintenance > Problem Reports and Solutions > Change settings > Advanced settings

Try turning it off temporarily and see if this will fix the problem.

As a temporarily solution you can turn off error reporting service: press Win+R, type services.msc than find Windows Error Reporting service in the services list, right-click on it -> click Properties ->  open "Startup type" list and select "Disabled" -> press OK.

Then check and see if you are still getting the werfault.exe error on opening programs.

Since you have just installed Windows 7, please verify you have updated all of your device drivers to a Windows 7 version. If you cannot do so in normal mode, then go to safe mode and verify in device manager.

    Don't know if this will help anyone, but for us, it was the dual monitor video card that was causing the issue. Something was messed up with the driver that Windows 7 chose for it right after it was formatted. I found the correct driver online,saved it to my computer,  went to device manager-Display adapters and right clicked on standard graphics adapter, and said "update driver software" then browsed to the correct driver.

    It was the dual video card driver for me too!  Everything worked flawlessly until I installed it.  Just uninstalled it and things are back to normal, trying to find a different driver.

    A lot of werfault.exe errors are based on drivers. Make sure you run Windows Update and all of your manufacturer software is up to date as well. Lenovo actually has some of these fixes on their web site because they have found the derivative of the problem in most cases. So check the manufacturer site for solutions as well.
