Windows has detected an IP address conflict

I just recently purchased my laptop so I am just learning. The message I got on the computer said, Another computer on this network has the same IP address as this computer. Contact your network administrator for help resolving this issue. More details are available in the Windows System event log. What does this mean and is this something important I need to fix. I would appreciate any help in this matter.

I see that message on my home network sometimes, and it's not critical.  If you have a home network, try powering off your router, waiting a few seconds, and powering it on.  If you're on a business network, consult with the network manager.

    I did not receive any reply till now.

    The matter is important owing to the fact that I used to have certain work where timer starts running after I complete one part and wait for the next part.

    At times I receive message that someone else is operating from the same IP address and my time is extended.

    At times I also receive windows system message that states "windows has detected a conflict of IP address. Contact your service provider. Details are in the windows/ system/log"
