Windows has detected an IP address conflict

I just recently purchased my laptop so I am just learning. The message I got on the computer said, Another computer on this network has the same IP address as this computer. Contact your network administrator for help resolving this issue. More details are available in the Windows System event log. What does this mean and is this something important I need to fix. I would appreciate any help in this matter.

I see that message on my home network sometimes, and it's not critical.  If you have a home network, try powering off your router, waiting a few seconds, and powering it on.  If you're on a business network, consult with the network manager.

    This message means more than one computer is using the same IP address, which is resulting in a conflict.

    In order to resolved this issue, u must make sure that each computer/ network device is assigned with an unique IP address.

    Trying releasing an renewing the ip address of ur computer if u are using a DHCP based ip assignment.  Issue the follwing commands from DOS:

     

    ipconfig/release

    ipconfig/renew

    Is it possible that another computer has mirrored its IP address, so therefore able to read messages??? I have this exact same message only at work and at no other place. All of my personal emails are being read by work, including hotmail and gmail accounts set up on my outlook. My work emails is fine to be read, but I want to know how people in my work can read all of my personal emails on different accounts.

    So are you saying that you have a wired connection? Do you have a wireless connection at all? 

    My connection is a Verizon Pantech UML 290 (USB Air Card) it is basically a wireless connection.

    Windows 7

    ASUS CM-1831 (desktop came with a built in wireless card)

    The problem I am having is very sporadic, sometimes every couple of minutes, sometimes several hours, sometimes several days. What happens is I will be connected, I will lose my connection then I will get the popup error "Windows has detected an IP address conflict ..." I will then close out the error, reconnect, sometimes the error pops right back up, sometimes not for a while. I have had it popup 4 or 5 times within seconds.

    My computer came with a built in wireless card. When I first bought it I had problems with the connection dropping because the built in wireless card was trying to connect to a tower less than a mile away and it was disconnecting my USB device so I took it out and removed all the drivers (this usb card has to be the only active connection, any other has to be disabled in order for me to connect.)

    My other Windows Vista computer never had this problem.
