On my machine (Windows 7, 64 Bit) the TrustedInstaller.EXE is permanently active. The amount of used CPU changes permanently. 2 seconds 0 % then up to 50% (I have a dual core) for a second then down to 0.
Rebooting the machine did not help. Also a complete Virus scan was negative.
I have monitored the process with the Process Explorer tool. I can see that the process always access the same Registry key when it gets active. The key is
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageDetect\Microsoft-Windows-IIS-WebServer-AddOn-2-Package~31bf3856ad364e35~amd64~~0.0.0.

in the meantime I have found the process that was responsible for the trustedinstaller activities. It was the xenservice.exe that was installed together with the Citrix XenCenter on my machine. I have killed this process and suddenly the trustedinstaller.exe stopped its activities. So the problem is solved now because the XenCenter can work without this process and I will remove it from the auto

Recently "Trusted Installer" started to seize massive amounts of our work computers' processor CPU capabilities, on the order of 50%, drop to 20% then back up to 50% OR MORE, for extended periods of times. FRUSTRATING to say the least and made the computers virtually worthless for doing any work when that would happen.
Why did our office machines run fine for several years now ... and now are becoming the biggest PITA that we have in trying to run our business now that "Trusted Installer" is taking over the machines.
Why do I have a computer if I can't do my BUSINESS work on it? An IBM typewriter is more efficient at that stage of the game, so I actually started doing some documents on that again.
As is well reported on this thread one can NOT close "Trusted Installer" via Task Manager, which makes the problem doubly frustrating.
All of our work machines are Windows 7 and I was planning to upgrade the entire office of multiple machines to Windows 10 once the first Service Pack was released. Unless we can get this problem resolved we will NOT be moving to Windows machines when we upgrade. We will move all our machines to Apple instead.
In an attempt to solve the issue we have changed the Windows update parameters so that the machines are to NEVER check for updates. Why Microsoft doesn't allow a HARD schedule to be established for checking for updates is beyond me, but their attitude is that THEY KNOW BETTER and so they just seize our machines performance to do what THEY want the machines to do, even at the expense of the client NOT being able to use the machine for REAL WORK during business hours.
I had to change the Windows Modular Installer from Automatic to Manual for the effects of disabling Windows Update effecting it. For some reason it was running 100% of the time and I was unable to determine what using it, reported unable to find. It will not turn off once it has started an will use up to 75% of the cpu cycles. Now once it starts it will run until the computer is rebooted which is better than 100% of the time.
I HAVE WINDWOS 8.1 I must have got a corrupt update now it want let me get any updates I tried to delete all the updates but trusted installer want let me after I delete them I was going to put them back on WHAT DO I DO
Trustedinstaller is standard MS shovelware. Even ignoring the infuriating 'no- you don't own your own files- WE do' issue, it often auto-loads even when one is fully up-to-date on updates.
Try to manually "stop process' in Task Manager, even after one has ticked "Never check for updates", it STILL autoloads. What MS doesn't get: we won't buy the latest version till we get usability and reliability, issues that MS sees right through.
