    I had this problem and in frustration clicked  'Snipping Tool' on the QuickStart list intending to remove it.

    I was given the option to keep it on the menu but declined (clicked 'no' I dont want to keep it).

    Snipping Tool immediately started working perfectly.

    I have no idea why...I wish other Vista problems could be solved this easily.

    Hopefully this was not too technical and it helps someone. Good luck.

    I don't know how to put that back into the registry , can you please explain fully how to do that. Ty. 

    It stopped working today and I have no idea what to do , nothing I try works. I have MS office 2007 Win 7 64bit

    Save the NotePad file as a .reg file, not a .txt file.  Call it something like mladyraven.reg, or fred.reg, or anything.reg.  Don't save it as .txt, and don't save it as .txt.reg, just save it as a .reg.   When you have a .reg file just right-click on it and take the "Merge" option.  This will merge it into your Registry.
