    Good thread, but all of the options listed failed for me.

    It did however provided other directions to look at and I found a solution that fixed our instance of this error.

    C:\Windows\System32\Wisptis.exe

    Seems after a batch Office Pro uninstall, permissions on this file were 'not right' shall we say.  Couldn't view security properties and the owner of the file was unknown.

    So our fix was as follows.

    Take ownership of Wisptis.exe (Administrators) was used.

    Now Access the Security properties tab, and uncheck all Deny checkboxes for all user groups (was Deny across the board).

    Set Allow checkboxes for all user groups.

    SYSTEM, Users, Administrators - Read and Execute.

    TrustedInstaller - Full Control.

    Applied and OK'd.

    Reopened the Security tab a second time to ensure changes had saved.

    Now when we launch the snipping tool, after a few seconds it now fires everytime.

    I hope some people might find this useful.

    Hi All 

    Try to login in safe mode 

    Go cmd(run admin) > c:\Windows\System32\SystemPropertiesAdvanced.exe

    Then go to Computer properties then advance system settings goto advance 

    then got to Environmental variable then system variable - click on new 

    VAriable name :  windir

    value:   %SystemRoot% then restart system.

    Restart system issue will be resolved.

    1. Create a Text document
    2. Rename it from New Text Document.txt to wisptis.reg (For this you will need to uncheck the option (Hide Extensions for Known file types) that you will find under "Folder Options")
    3. Then right-click that file and select "Edit"
    4. Open with Notepad
    5. Paste the content shown below as is,
