    MS Office is not required to be able to run and use the Snipping Tool.

    Not sure what you shared is applicable given that I have Windows 10, not Windows 7.

    Further to try to 'repair' Windows 10...  I opened the command prompt "cmd" and did the following.

    a-  sfc /scannow   (it found some corrupt file and repaired them)

    b- dism /online /cleanup-image /restorehealth

    Both completed successfully.

    I found these suggestion on an Article called:  "How to Repair Windows 10 Issues (Windows Update, Component Store Corruption, etc.) "  Located here:  http://www.hackaapl.com/how-to-repair-windows-10-issues-windows-update-component-store-corruption-etc/

    These also, did not work.

    I can not update the Registry A... and B) I am still left with the Snipping Tool giving the exact same Error as this thread.

    You realise that this is a Windows 7 Forum, that is just how old this post is.  That is why the replies tend to be slanted towards Windows 7 and not Windows 10.

    When did the Snipping Tool last work for you (if ever), and at that time, what operating system were you running, and what are you running now if that is a different OS now?

    See if you can understand this procedure?  It might need some minor adaption to work in Windows 10.
