    It came from another computer running the same OS, Windows 7 64 bit.

    What I wound up doing was copying the inkobj.dll file from a computer that had a functional snipping tool.  I renamed the original file before copying it over (have to take ownership of the .dll file before doing this.)  After I copied it over it worked!  Hope that helps you all out.

    Which version of inkobj.dll worked for you?

    • Windows 10, 64 bit: 10.0.10586.0 (Snipping Tool works fine)
    • Windows Vista, 32 bit: 6.0.6002.18579 (the machine having that issue)

    Perhaps your machine would have benefitted from a Clean Install of Windows 10?  That way it would not have to carry across the excess baggage from earlier Windows.

    Can I clean re-install Windows 10 after upgrading?
