    Here it is how to fix this problen i have windows 7 service pack 1 x64

    1. go to start and scrol to
    2. control panel. them select

    3. user acct and family services

    1. user accts
    2. change user accts control setting
    3. select never notify me botton one and restart computer it should work 

    i have try everthing but this really work

    I had this problem and in frustration clicked  'Snipping Tool' on the QuickStart list intending to remove it.

    I was given the option to keep it on the menu but declined (clicked 'no' I dont want to keep it).

    Snipping Tool immediately started working perfectly.

    I have no idea why...I wish other Vista problems could be solved this easily.

    Hopefully this was not too technical and it helps someone. Good luck.

    Had that issue for a long time under Vista. I removed the shortcut from the QuickStart and the problem didn't occur for days! Very odd, but its true. Registry stuff mentioned here never worked for me.
