My Devices and Printers is now fully populated.

I sincerely apologize if my specific problem has been solved already. As the title indicates, when I open Orb -> Devices and printers it always shows up empty. I have tried every bluetooth related post including upgrading drivers, verifying the BT services (both) are running, the suggestion to use the IE8 registry cmd script etc. Virtually all the posts were point at BT, so I disabled, uninstalled all drivers, re-enabled it, re-installed, etc. At each step I tried the Devices and Printers with the same results.
Adding some details:
I AM PULLING MY HAIR OUT looking for a solution to no avail. I use Paragon Disk Backup so I don't mind hacking my registry or other configs and am brave enough (fool hardy?) to try just about any suggestions since I can always do a full restore of the OS Partition.
Truly appreciate any feedback. Please, no "check your BT services". Been there, done that.

I just tried this and this FIX works ..
Click Start button, type "services" into the search program and files box. This brings up a list in the menu, select Services. This should open a list of local services on your system.., Find 'Bluetooth Service" and make sure it has started, right click and set to 'automatic' (mine was already set), Select "Bluetooth Support Service" and start, set to automatic (mine was set on manual) --

With my laptop, I have to have the Wifi turned on to avoid this problem. For some reason, the Bluetooth service will not run if the wifi radio is turned off. So to have the bluetooth service on, I have to have the wifi on, which sometimes presents other problems when you are on a wired network.
I tried to get Microsoft to give me the Bluetooth quickfix they describe in the tech bulletin (http://support.microsoft.com/kb/2486635,) but after Eleven (11) calls to support, and explaining the problem Eleven (11) times to different agents who all said "I will have to get you to a different group" and then either getting transferred to the same group or getting cut off or left on hold for 20 minutes or more, I gave up trying.
To answer the previous question:
that's all well and good, but what if we don't want the Bluetooth service to be running?
There's always the company named after the fruit. This is a perfect example of why fruit might be a better, simpler and more elegant choice. How much time do I waste daily/weekly/monthly trying to get around Microsoft problems and issues vs how much more I would pay for the hardware and software? In the long run, how much more productive work I would have done?
It's also quite telling that the post above marked "answer" has not been marked "helpful" by anyone.
