How can I stop WUAUSERV?

The service is starting or stoping. Please try again later.

Never stops.

Product: Microsoft Fix it 50202 -- Error 1921. Service 'Windows Update' (WUAUSERV) could not be stopped. Verify that you have sufficient privileges to stop system services.

I stop WUAUSERV to delete the contents in my "Software Distributions" folder. I do that when I am having problems when downloading and installing Apps from the Windows Store. 

The Proper way to do it is as follows:

Command prompt

net stop wuauserv

net stop bits

Go to C:\Windows\SoftwareDistribution

Delete all the contents

Return to "Command Prompt"

net start wuauserv

net start bits

That should fix your problem.

    I just found a wonderful windows repair tool.

    I had a rootkit infection and while it removed the virus, it trashed my system,

    specifically my windsock stack, making some programs able to access the web 

    and others only when run with elevated/administrator privileges. (that is the diagnostic)

    Try Tweak.com Windows Repair.

    A big pile of command scripts and console programs that addresses narrow permissions issues 

    that plague windows and produce strange almost random appearing failures.

    It is misnamed. They have a permissions repair tool. It also fixes

    reparse points.  And you need to check your disk file system security descriptors.

    Then you can try the Windows Fix-Its gizmos.

    Check your windows authentication. You may discover windows can't verify your key,

    and determine your copy of windows is counterfeit. You need to verify your windows key

    to do windows update servicing. It depends on lots of other things, including a working

    permission settings in the windows net tcp/ip stack.

    fixed it myself, Additionally I set BITS to deactivated and restarted again. Upon the next start WUAUSERV was shut down and I could proceed with the fixes.

    I had issues with Windows Update and I tried this, but even after a full PC restart the WUASERV reports "shuttting down". In consequence I fail to shutdown the service.
