I stop WUAUSERV to delete the contents in my "Software Distributions" folder. I do that when I am having problems when downloading and installing Apps from the Windows Store.
The Proper way to do it is as follows:
Command prompt
net stop wuauserv
net stop bits
Go to C:\Windows\SoftwareDistribution
Delete all the contents
Return to "Command Prompt"
net start wuauserv
net start bits
That should fix your problem.

Fred, you are my hero! I have been searching the forums for ages to fix this issue. I did also notice the services were 'stopping' not stopped, but i couldnt force stop them unless i used your run code above.

I have clients with these problems. I find it reprehensible that these big applications don't uninstall cleanly and honestly. I have to get specific scripts that Norton and McAfee grudgingly distribute to remove not just the version installed but detritus from all previous releases, hot fixes and patches. Registry entries,
Event triggers, hidden directories, device drivers, side by side private versions...
Fact: Norton and McAfee applications are notoriousfor not uninstalling (or upgrading) cleanly. The "leftovers" may be your ongoing troublemaker here.
