How to change system language of Windows 7 Home Premium from russian to english?

Problem is, it worked only partially and part of my system remained espagnol whereas I asked for french...

To install a different language - Multilingual User Interface (MUI) - you need to have Windows 7 Ultimate.

Anytime Upgrade to Windows 7 Ultimate

Type Anytime Upgrade in the Search programs and files box in the Start menu and click on the Windows Anytime Upgrade icon.  From there, you can buy an Anytime Upgrade to Windows 7 Ultimate. Then your can enter your Anytime Upgrade product key and perform a simple upgrade to Windows 7 Ultimate so you can install a different language.

If you are in Australia, Belgium, Canada, France, Germany, Italy, Japan, the Netherlands, Spain, Sweden, Switzerland, the UK, and the US you can use Anytime Upgrade. If not you will need to buy Windows 7 Ultimate, or buy Windows 7 in the language you need.

Install Language Pack in Windows 7 Ultimate

1. Start -> All Programs --> Windows Update --> Optional Updates.
2. Open optional Updates and go to the section Windows 7 Language Packs.
3. Tick the Language Pack you want and hit OK
4. Proceed with Install Updates
5. Depiction of Windows 7 downloading a Language Pack
6. Automatic install initiated after download

How to change the Windows 7 Display Language:

1. Go to Start -> Control Panel -> Clock, Language, and Region / Change the display language
2. Switch the display language in the Choose a display language dropdown menu.
3. Click OK
4. Log off for the changes to take effect (This will affect only the user profile under which you are currently logged on).

It's Insane. I bought a Lenovo laptop in Japan and can't use it in english without buying Windows ultimate? are you serious?

And they wonder why piracy proliferates. I have the same problem, now I'm forced to download an English version of Windows 7 from a torrent and activate it with my legally obtained license. Please Microsoft could you enter the 21st century with the rest of the world? I guess you still  need to learn a lot from Apple.

I wonder what kind of lame "update forced requirements" you'll add to Windows 8? Maybe you can only add mouse support to Windows 8 Ultimate!!! or like you did with Windows XP at a time you could only play a DVD on your computer if we gave you more money. There's tons and tons of silly little things you can do to squeeze every single penny from your users , but I'm sure you have it all covered.

Your users are getting tired of this Microsoft, your Windows Phone huge failure is just proof of that.

Maybe I am missing the point in all this, Why upgrade to Ultimate?

If you need two operate in more than one language sure upgrade to ultimate.

But if you want a single change, why not just buy the upgrade to the same level but in the language required.

I had an english laptop stolen, had to buy a new one locally and it comes only with Russian Windows 7.

So off to Microsoft web site, download a Home Premium English and hopefully off we go.

Unless anyone has tried this and it does not work??
