Trying to run sfc/scannow and response is "Windows Resource Protection could not start the repair service"

Originally, this started when I was trying to install some statistical software (JMP8) that should be supported by Windows 7.  I kept getting "the application could not start because its side by side configuration is incorrect"

While researching that for Windows 7, I ran across a suggestion to run sfc/scannow in the command prompt.  When I try to do that, I get the error listed above:  Windows Resource Protection could not start the repair service.

Any suggestions?

I  had  this issue and all the steps described in this and other internet posts led me  to a dead end of errors. 

However, I then discovered that somehow almost all my services had  gotten reset to "disabled". This was causing my original problems (network connectivity among them) and this problems.

Changing the services settings fixed my problems

To get to services type services in the search programs box on the start menu, then right click to run it as administrator.

    i'll have to admit, there are some problems with windows 10...

    but it does use up less space than any other windows operating system and it is the fastest...

    I got fed up. Windows 10 start button would not respond, the start menu was a hit-or-miss proposition, programs and apps were dog slow loading. I got rid of Windows 10, reinstalled Windows 7, no more problems and the GUI is better looking in my opinion. Looks like they had Windows 7 right for desktops, Windows 8 was right for mobile devices, Windows 8.1 was messed up and Windows 10 is a botched attempt to recover their mistake. No matter what the price, free or otherwise, nobody is going to live with a new operating system that works worse than Windows ME. Seriously, Microsoft, you should not have put Windows 10 out there until you got it right. About the only good thing in Windows 10 is the Print-to-PDF driver. However, I can get that with Chrome on Windows 7 or 8, trying to force XPS which does not allow OCR, bookmarking, editing is worthless. Windows Office 365 is no good, sorry, nobody wants to depend on Cloud services.

    if you don't have "windows modules installer" service running then that may be the problem.

    Still though, isn't this bad that it says this? i am getting this on windows 10. i have never had it before including on shoddy windows 8 where my system got really messed, but still didn't get this error!

    what is causing it?
