I have been having this problem for about seven or eight months now. I was trying all sorts of things> I updated my drivers. Uninstalled my drivers. Reinstalled drivers and just hit CTRL+V seven thousand times. Nothing would work no matter what I tried.
I was sitting in my computer chair frustrated with my feet up on my desk. I Restarted my computer so I tried one more time to click CTRL+V. It worked! It turns out my foot was on the shift key while I hit CTRL+V! So now all I have to do is hit CTRL+Shift+V
to paste! Hope this Helps! :D

Thanks nicbar35 for your reply. Hey I've also been frustrated with being unable to Ctrl C or Ctrl V on "all applications" in my "Windows 10 Pro" for months, and now having seen your reply, I realised too that I have to press Ctrl+Shift+C or Ctrl+Shift+V
in order to Copy or Paste. But it is so difficult to press with the Shift. Anyone know if there's a way to reverse it back to Ctrl C or Ctrl V? If I have to press Ctrl+Shift+C or Ctrl+Shift+V, I'd rather use the mouse to Copy or Paste.
