The problem of windows going under other windows that a lot of people seem to have, I believe is an intended
design feature of Windows for the handicapped. Unfortunately, if the option gets activated somehow, it makes it very difficult for those that don’t need the feature.
It unfortunately is in a section that those with the problem won’t think of looking into. I, myself, stumbled on it by accident while looking for a solution to the problem.
So here is the fix.
From Control Panel > Personalization > Ease of Access Center > Make the mouse easier to use
Go down to the “Make it easier to manage Windows” section
and uncheck “Activate a window by hovering over it with a mouse”.
You may need to do this again after the problem driver upgrade. You should now be able to activate those options that you thought you needed to
switch off.
