Windows update fails with error code 0x643

I have downloaded the recent Microsoft updates and all but one installed successfully.  The failing update was:  Microsoft .NET Framework 1.1 Service Pack 1 Security Update for Windows 2000, Windows XP, Windows Vista, Windows Server 2008, Windows 7, and Windows Server 2008 R2 (KB953297);

with an error code of  0x643.

We tried several times to install it and it keeps failing.  It was originally the 3rd update in the list to install.  After failing the first time, it was the only one we were trying to install.  We tried it after the restart required for the other updates.

    See if running the newly-available Patch Registration Cleanup Tool & a reboot helps at all.

    I did this and it worked on one computer... then it failed on the next one :(

    I tweaked the fix a little bit to work for my WSUS clients.... i386 doing fine now... testing x64 machine while typing.

    Will share once testing is done.
