Windows update fails with error code 0x643

I have downloaded the recent Microsoft updates and all but one installed successfully.  The failing update was:  Microsoft .NET Framework 1.1 Service Pack 1 Security Update for Windows 2000, Windows XP, Windows Vista, Windows Server 2008, Windows 7, and Windows Server 2008 R2 (KB953297);

with an error code of  0x643.

We tried several times to install it and it keeps failing.  It was originally the 3rd update in the list to install.  After failing the first time, it was the only one we were trying to install.  We tried it after the restart required for the other updates.

    hello all 

        I have problems with Frame Works 1.1  . It will not load all the way . it gose 99 .9 % the frezes at 0-1 sec   the messege is

       Registering System Enterprise Services .dll    It will stay there untill i maualy remove it from my pc . i do Ctrl,Alt,Delete .

    then i end program for a   RegSvcs.exe .    After that i get a new messge. 

        Rolling back action   . CA_Comreg Enterpring Services RB.3643236F_FC7 

     i did all the trobel shooting on this page and noone are working for me . i am currntly at the step where i install FW1.1

          so i have installed boots 1 and 2 . deleted , rebooted . went into dignostics mode . and nothing . 

      Any help at all would be great ty

    The solution I used was :

    After spending an entire day on just one PC running XP Pro SP3, I finally solved my problem as follows:

    1. Used Control Panel-Add/Remove programs to remove those .NET Framework versions which would uninstall.

    1. Used Windows Installer CleanUp Utility (http://support.microsoft.com/kb/290301) to remove remaining versions.
    2. Used Aaron Stebner's tool (http://blogs.msdn.com/astebner/archive/2006/05/30/611355.aspx) to remove remaining vestiges of .NET framework.
    3. Tried to install all previously present .NET Framework versions, using the links on http://support.microsoft.com/kb/923100. I got as far as 2.0 SP1. 3.0 wouldn't install due to "DepCheck indicates Windows Communication Foundation is not installed" (http://social.msdn.microsoft.com/forums/en-US/netfxsetup/thread/acfacc44-c3c8-48ad-94df-f5d2d1f10bb1/). The workarounds on that page didn't help me.
    4. Ran Windows Update. Much to my pleasant surprise, this installed 2.0 SP2, 3.0 SP2, and 3.5 SP1.

    It shouldn't have to be this hard!
