Windows update fails with error code 0x643

I have downloaded the recent Microsoft updates and all but one installed successfully.  The failing update was:  Microsoft .NET Framework 1.1 Service Pack 1 Security Update for Windows 2000, Windows XP, Windows Vista, Windows Server 2008, Windows 7, and Windows Server 2008 R2 (KB953297);

with an error code of  0x643.

We tried several times to install it and it keeps failing.  It was originally the 3rd update in the list to install.  After failing the first time, it was the only one we were trying to install.  We tried it after the restart required for the other updates.

    The KB974417 update bothered me a for a long time.

    Event Log:

    Installation Failure: Windows failed to install the following update with error 0x80070643: Microsoft .NET Framework 2.0 Service Pack 2 Security Update for Windows 2000, Windows Server 2003, and Windows XP (KB974417)

    Fortunately, I bumped on this yesterday while doing some WCF development :

    http://support.microsoft.com/kb/2262911 (about a System.Security.Authentication.ExtendedProtection.ExtendedProtectionPolicy object that did not exist)

    The error was related to the .NET 2.0 missing update - The quick workaround described below forced the another way, and it worked quickly and easyly. The article also contains a link which explains dual branch servicing which seems to be the root cause of the failing update.

    Install this: http://code.msdn.microsoft.com/KB975954/Release/ProjectReleases.aspx?ReleaseId=3839

    then, do a msiexec /f {C09FB3CD-3D0C-3F2D-899A-6A1D67F2073F} in a cmd.exe

    Yippidy doo da. Glen wins the cupie doll. FINALLY something worked. MS needs to delete all that other crud and recommend the UAC approach. Thank you so much.

    I should add to this that after turning off UAC, it is necessary to log on as administrator to do the update.

    Afterwards, you must be logged on as administrator to turn UAC back on. If you try to turn UAC back on as a standard user, it acts as though it was successful, but it isn't. Reopen the UAC dialog box to verify that the checkbox is still checked.

    After spending an entire day on just one PC running XP Pro SP3, I finally solved my problem as follows:

    1. Used Control Panel-Add/Remove programs to remove those .NET Framework versions which would uninstall.

    1. Used Windows Installer CleanUp Utility (http://support.microsoft.com/kb/290301) to remove remaining versions.
    2. Used Aaron Stebner's tool (http://blogs.msdn.com/astebner/archive/2006/05/30/611355.aspx) to remove remaining vestiges of .NET framework.
    3. Tried to install all previously present .NET Framework versions, using the links onhttp://support.microsoft.com/kb/923100. I got as far as 2.0 SP1. 3.0 wouldn't install due to "DepCheck indicates Windows Communication Foundation is not installed" (http://social.msdn.microsoft.com/forums/en-US/netfxsetup/thread/acfacc44-c3c8-48ad-94df-f5d2d1f10bb1/). The workarounds on that page didn't help me.
    4. Ran Windows Update. Much to my pleasant surprise, this installed 2.0 SP2, 3.0 SP2, and 3.5 SP1.

    It shouldn't have to be this hard!

    I skipped FW 1.x and 3.0, installed 2.0, 2.0 SP2, 3.5 and 3.5 SP1.
