Hmm. The vid card and audio is not sharing, but the audio is sharing with the standard USB controllers (though not the enhanced ones, which do share with the vid card). My vital IRQs (the usuals stripped out are the same as yours) are laid out as follows:

Not quite sure what the last two are up to, but if it works...
Note that my vid card only shares with my external SATA port (unused so no issue there) and my audio card is on its own. Your resource setup shouldn't be a problem, but could be an indicator as to where a problem will show up if there is one.
I believe Realtek are providing your audio, so there should be a Realtek driver in the sound section of the Device Manager. There may be newer Win7 drivers for this around.
Of course, IRQs shouldn't be a problem but sound cards are notorious for causing stuttering as the first sign of resource issues. Thing is, this can be caused by so many things (memory, PSU, latency in drivers, mobo, IRQ issues from OS, IRQ issues from mobo,
badly written audio drivers etc.). When the sound does go screwy, it can cause other things to stutter as well.
Such issues are much less common now with modern motherboards and OSs, but if Windows 7 or the drivers are not working correctly anything is possible.
I am considering the theory that either Windows 7 is handling the resources poorly for some reason, or the mobo or device drivers are, and your mouse (USB I can see, as there is no PS2 resources allocated to it) is fighting with your audio. They should play
well, but if they don't then this might influence things.
I wonder, what happens if you use a PS2 mouse? Or even a PS2 keyboard (a USB one could possibly cause the same effect of course)? Do you have one about, or did the mouse come with an adapter?
It's worth checking for new Win7 motherboard chipset drivers (motherboard manufacturer's web site) and new Win7 audio drivers (Realtek web site, if I guessed the model right).
