Hi pookeyhead,

You may try the below methods one by one and check if this helps.

Method 1: Uninstall the installed update and check if the issue is resolved.

  1. Click on start button and select Control Panel>System and Security>Windows Update>View update history
  2. Click on Installed update (on top of the screen). Now right-click on kb977074 update and select uninstall.
  3. Restart your computer.

Method 2:

Check if the problem persists in safe mode (Step 1). If the issue doesn’t occur in safe mode then, perform clean boot (Step 2) on your computer.

Step 1:

Steps to boot the computer in safe mode:

  1. Restart the computer
  2. Start tapping F8 key
  3. You will get advanced boot option window
  4. Select the option “Safe mode”

Link:  http://windows.microsoft.com/en-US/windows-vista/Start-your-computer-in-safe-mode

Step 2:

Starting your computer by using a minimal set of drivers and startup programs so that you can determine whether a background program is interfering with your game or program. This kind of startup is known as a "Clean boot."

To perform a clean boot on a computer, follow these steps.

   1.    Click Start, type msconfig in the Start Search box, and then press ENTER.

If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.

   2.    On the General tab, click Selective Startup.

   3.    Under Selective Startup, click to clear the Load Startup Items check box.

   4.    Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.

   5.    Click OK.

   6.    When you are prompted, click Restart.

   7.    After the computer starts, check whether the problem is resolved.

Please monitor the system in the Clean Boot environment. If the problem does not occur, it indicates that the problem is related to one application or service we have disabled. You may use the MSCONFIG tool again to re-enable the disabled item one by one to find out the culprit.

If your issue is resolved, follow the How to Determine What is Causing the Problem section in the KB article to narrow down the exact source.

http://support.microsoft.com/kb/331796 . Also, see the section on how to return your computer to a Normal startup mode.

Method 3: Create a new standard user account and check if it is resolved.

http://windows.microsoft.com/en-us/Windows7/Create-a-user-account

If the new user profile resolves the issue, you can fix the corrupt profile, and re-install the applications and programs.

Method 4: Perform system restore on your computer.

System restore will take your computer to pervious state when it was not facing such problem, this can be done by selecting the proper restore point.

To restore the operating system to an earlier point in time, follow these steps:

1. Click Start, type system restore in the Start Search box, and then click System Restore in the Programs list.

If you are prompted for an administrator password or confirmation, type your password or click Continue.

  1. In the System Restore dialog box, click Choose a different restore point, and then click Next.
  2. In the list of restore points, click a restore point that was created before you began to experience the issue, and then click Next.
  3. Click Finish.

My short coming is that I use the Classic theme. That is the theme that I have always used. Instead of giving a bunch of half baked suggestions, I believe that Microsoft could fabricate a Fix for the Resource monitor issue for users who use the classic theme. It is my understanding that Microsoft are suppose to be the experts.

I can certainly switch to 100% font size and use recource monitor.

But it is a nightmare to switch to it and back to my preferred font size.

And this is breaching the proudly proclaimed Microsoft accessibility policy.

When will Microsoft finally correct this 4 year-old  bug?

Are you by any chance using the Windows Classic theme for your display?  As I said in my September 20, 2014 post, my Windows 7 Resource Monitor suddenly started working -- despite retaining my custom font sizes -- when I switched (for an unrelated reason) from the Windows Classic theme to one of the default (Aero) themes.  Right click on desktop, select Personalize, and select an Aero theme (which you can then customize if desired).  Worked for me, anyway.

The problem is usually evil update KB2670838. If you remove it you will no longer be able to use MS Word as editor for Outlook., Also upgrading internet explorer or loading updates for IE will just re-install it.

Another way around it is to reset your screen resolution to max (recommended) and set 100% default on Control Panel\Appearance and Personalization\Display, which means most people will not be able to read large high res displays - IE you can read Resmon but nothing else, so you are buggered either way, go to Windows 10 & live a slower system and forced unstable updates
