How can I fix this?

Hi pookeyhead,

You may try the below methods one by one and check if this helps.

Method 1: Uninstall the installed update and check if the issue is resolved.

  1. Click on start button and select Control Panel>System and Security>Windows Update>View update history
  2. Click on Installed update (on top of the screen). Now right-click on kb977074 update and select uninstall.
  3. Restart your computer.

Method 2:

Check if the problem persists in safe mode (Step 1). If the issue doesn’t occur in safe mode then, perform clean boot (Step 2) on your computer.

Step 1:

Steps to boot the computer in safe mode:

  1. Restart the computer
  2. Start tapping F8 key
  3. You will get advanced boot option window
  4. Select the option “Safe mode”

Link:  http://windows.microsoft.com/en-US/windows-vista/Start-your-computer-in-safe-mode

Step 2:

Starting your computer by using a minimal set of drivers and startup programs so that you can determine whether a background program is interfering with your game or program. This kind of startup is known as a "Clean boot."

To perform a clean boot on a computer, follow these steps.

   1.    Click Start, type msconfig in the Start Search box, and then press ENTER.

If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.

   2.    On the General tab, click Selective Startup.

   3.    Under Selective Startup, click to clear the Load Startup Items check box.

   4.    Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.

   5.    Click OK.

   6.    When you are prompted, click Restart.

   7.    After the computer starts, check whether the problem is resolved.

Please monitor the system in the Clean Boot environment. If the problem does not occur, it indicates that the problem is related to one application or service we have disabled. You may use the MSCONFIG tool again to re-enable the disabled item one by one to find out the culprit.

If your issue is resolved, follow the How to Determine What is Causing the Problem section in the KB article to narrow down the exact source.

http://support.microsoft.com/kb/331796 . Also, see the section on how to return your computer to a Normal startup mode.

Method 3: Create a new standard user account and check if it is resolved.

http://windows.microsoft.com/en-us/Windows7/Create-a-user-account

If the new user profile resolves the issue, you can fix the corrupt profile, and re-install the applications and programs.

Method 4: Perform system restore on your computer.

System restore will take your computer to pervious state when it was not facing such problem, this can be done by selecting the proper restore point.

To restore the operating system to an earlier point in time, follow these steps:

1. Click Start, type system restore in the Start Search box, and then click System Restore in the Programs list.

If you are prompted for an administrator password or confirmation, type your password or click Continue.

  1. In the System Restore dialog box, click Choose a different restore point, and then click Next.
  2. In the list of restore points, click a restore point that was created before you began to experience the issue, and then click Next.
  3. Click Finish.

this is the best you can come up with? a whole page full of useless ****? I have a job to do, my machine is running slow, the monitor is not working, AND YOU EXPECT ME TO DROP EVERYTHING TO GO THROUGH ALL THIS ****? When in so many words you are really telling me that microsoft is too fekkin stupid to get a simple monitor to display data in whatever resolution the screen is set to? THE MONITOR IS SO BLEEDIN BASIC IT SHOULD RUN AT ANY TEMPERATURE. Why make it simple if you can make it difficult seems to be your philosophy. It's not as if the bleedin monitor had to display hi-res movies but you digital bananas still can't get it to work - and your solutions are hare-brained. Keep all that text to yourself and fix the resource.

Tried renaming rtBackup - din't work.

Reset my screen display to 100% - did work

Reset my screen display back to 110% - stops working again.

    bloody useless microsoft

    ADDENDUM

As a result of googling around a bit more, I found  KB2670838 to have caused a problem for others

    (e.g. http://answers.microsoft.com/en-us/windows/forum/windows\_7-windows\_update/after-windows-update-kb2670838-the-resource/b923f5bb-fb9f-44da-b6ab-1745ee7f13b8)

So I uninstalled that update, and now resourde monitor works fine ...

Uninstalling KB2670838 really helps with Resource Monitor, but if you have IE11 and you uninstall KB2670838, IE reverts to IE8. When you reinstall IE11, KB2670838 is installed automatically.

So the only two solutions are display 100% or Use Visual Styles on windows and buttonschecked in System properties -> Advaced -> Performance

This truly works, my display was set to 110%, and once set to 100% the resource monitor worked just fine.

    Basilio,

Eureka! Followed all of your recommendations & "Resource Monitor" comes up now; all feature appear to be as I remember. Thanks greatly for your excellent help!

Now, possibly you could help me further:

    1. I’m moving from a Business DSL capability into a Satellite ONLY Service area.

    2. This satellite ISP (Exeed 12 Satellite Broadband Service, Blacksheep Enterprises, ViaSat, Inc.) ONLY allows 15 GB/month/household.

    3. Will the Microsoft Resource Monitor allow me to measure my use of GB/month/household Satellite Broadband Service?

    4. If so, I have not found such a feature on Microsoft’s Resource Monitor.

    5. Thanks again for your excellent help!

PS: Your tounge-in-cheek jab at Microsoft is spot on!

    1. Make sure your "Theme" service is running
    2. Then "System Properties" -> "Advanced" -> "Performance"
    3. Make Sure "Use Visual Styles on windows and buttons" is checked.

If failed, repeat to 1-3 or restart. It should be fixed

I tried this and it did the trick: Resource Monitor was back again.

Afterwards I unchecked this option and RM was still working. When I exited  Resource  Monitor and started it again, it didn't work with the option unchecked.

I suppose that in this stream of workarounds there are enough clues for fixing this problem properly.

So Microsoft folks, thanks for letting us to experiment, have lots of fun and debug your system and programs.

We don't have any other entertainment anyway!
