I've tried turning off all accessibility option. I've tried switching keyboards. I tried hitting shift 5 times, and every other key press combo purported to solve the problem. The only thing that temporarily helps is a reboot, but the problem resurfaces seemingly at random.
Using a Logitech G15 usb keyboard, also tried a microsoft wired ps/2 keyboard. I have installed several programs recently, mostly small apps dealing with overclocking. The cpu was briefly overclocked, then put back to default, I don't think it's the cause of the problem.
Edit: Also, relogging temporarily fixes the problem as well.

Well, I sort of gave up. Rather than figure out what the problem was, I opted to go for a surefire solution. I used windows restore to roll back 36 hours. Problem solved.
I'm convinced it was a problem with overclocking software of some kind.

As of today, just this morning, the problem is back again ! :( :( :(
SHIFT key remains in pressed state now and then. No recent new Microsoft Updates ....
When checking Microsoft keyboard config yesterday, I removed keyboard layout 'Ink correction (64 bit only)' (don't use it), I added this now again and will await if it helps ...
Maybe it's too late. But I solved this stuck shift key. In my case issues about stuck key came up after Microsoft Office 2013 installation :( so I went to control panel>Clock, Language and Region> Change Keyboards and other input methods>Keyboards and Languages>advanced key settings and there two options in section Turn Of Caps Lock, so Caps Lock option should be selected not shift.

Thanks Zi5i, that's a nice tip ! Indeed, it's set to 'Caps lock' on my notebook. But luckily, the problem has not occurred anymore here for some time. Thanks.

Strangest thing - problem is solved but I'm not quite sure how.
The problem occurs on my HP notebook when I use it, using remote desktop from my home PC (then I can use dual large screen configuration). When I work on the notebook itself, the problem does not occur, neither on my home PC itself.
Because the problem was back suddenly I tried to think of what changed recently. Microsoft updates is one of the things constantly changing the system. So I uninstalled the most recent updates on my notebook, but no luck. Then I realized it may be the host/remote situation causing this, so I uninstalled first the most recent Windows update (KB2820331) on my home PC. From then on, the problem was gone!
Days later, KB2820331 was installed automatically again but the problem did not return. That is why I'm still not sure what caused the temporary re-occurence of the problem.
