What does "USB selective suspend" mean?

In Windows 7, Power Options->USB Settings->USB selective suspend setting, what does "USB selective suspend" mean?  Also, given that there is only one setting, why does it say "USB Settings" instead of "USB Setting"?

A USB device driver can send a message to windows telling it to idle the device.  This puts the device in a low-power state (the suspend state).  When a USB device is suspended, windows does not wait for it to respond before entering a sleep or hibernate mode.  If you disable this feature, the system will simply return a failure to the driver when the driver attempts to enter suspend state.  If the driver complies with Microsoft guidelines, it will simply retry the idle request at every expiration of its idle timer.

    NO ****!!! my thoughts exactly when i saw that stupid Google is your friend comment..... that's how I ended up here, a Google search, Google is the #1 search engine... most people have Google chrome, and or Mozilla, or even internet explorer all with Google as default search engine as have created a habit of typing their question into one of the search boxes, in turn getting a list of answers in the form of links, click the link and it brings you to a page like this, with a stupid comment of Google is your friend. .... my advice to you bro is, common sense and taking 10 secs to think before you type, should be YOUR friend, but obviously it is not..... wake up bro, or get some rest, either way. stop being so unaware. Thanks... now please remove yourself from this thread as you are extremely unwanted here, and get a -10 for helpfulness.

    The whole reason why google works is because these websites provide information. If there wasn't an answer, "Googling it" wouldn't be an option you <Removed>

    Funny that this article is the top entry in google.  In other words, this article would not be on google if the OP didn't ask this guestion.  Therefore, this comment is now invalid.
