How to Swap Display Identity (Identities)

I think I have a problem that highlights the fundamental issue here.

I'm running:

Win 7 64 bit SP1

NVIDIA Quadro NVS 290 PCIE outputting via VGA to one 3M 1500 touch screen and one Samsung LCD monitor.

This specific set up is designed for our own application where the touchscreen is the UI and primary screen, while the LCD is the secondary display. Despite these being marked as such in "Control Panel > Display" and in the Nvidia control panel, whenever our application starts the screens swap over so the UI is on the secondary screen and graphics are on primary.

The application looks to the OS to tell it on which monitor to display the UI but on this Win7 set-up (we have various hardware configurations but this is one of the few that isn't XP) it cannot configure correctly, so I'm convinced that somewhere in the Win 7 the screens are defined incorrectly and this seems to be supported by other comments above.

Interestingly the 3M touch screen comes with a piece of software called the Multi Monitor Manager which seems to back this up, as it incorrectly defines the touchscreen as screen "2" and LCD as screen "1". Again, this is contrary to the OS info in "Control Panel > Display".

I don't know if this makes it easier to solve but it does seem to highlight the issue of how Win7 defines screen one and two.

Any help from Microsoft on this matter would be much appreciated. Surely someone there with greater knowledge of this operating system than me should be able to explain this?

Clearly they don't understand some programs and dual monitor wallpaper use the identity to determine what goes where. Another issue where MS 'experts' don't even know how the OS operates and just repeat what other people  have said without researching the issue themselves.

To date,  the only way I can find is if the Video Card company has this feature built into their drivers.

I still don't think Microsoft understands the issue.  I've encounted this bug a 2nd time now.

I just upgraded my home computer from WinXP to Win7.  It is dual headed.  Under XP, the same monitor that displays the BIOS messages and the initial boot display becomes monitor number 1 under XP.

On Win7, the monitor that displays the BIOS messages and the initial boot display becomes monitor number 2 under Win7.  I was able to swap them in the control panel, etc. but that isn't the point. 

With the exact same hardware configuration (yes, I understand the NVIDIA driver would be slightly different between my 32-bitXP system and the 64-bitWIn7 system), Win7 seemed to go out of its way to pick the OTHER monitor as the primary monitor.

I'm not a novice in this space.  I work for HP and have been doing OS level software for close to 30 years.  Hiding this bug under some basic "How do I swap my monitors?" question just delays any solution.

The users with issues ARE ALL DEALING WITH THE SAME PROBLEM!

Why start a new thread? When more information regarding a problem is presented, this assists in troubleshooting the issue.

I as well am dealing with the same problem - it is imperitive that Monitor 1 is a particular monitor BUT Win7 will not allow for reassignment of the monitors.  I can change my primary desktop to monitor 2 but this is not enough.
