In the Screen Resolution window, under Change the appearance of your displays , click and drag one of the monitors to its correct location vs. the other one. The Identity numbers don't matter.

Windows 7 - Display 'A' Philips primary display - Display 'B' IBM secondary display. A shows as Identity 2 and B shows as Identity 1. I want to reverse these. Reason is that the cursor currently travels from display B to A and I need it to go the other way - due to physical location of displays

"In regedit go to [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
Then create Key "Explorer"
Add new DWORD value "NoSaveSettings" and set to 0
To be safe, I exported HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ and called it noSaveSettingsRestore.reg
Now Reboot and the problem was solved for us. "
Reboot if you have the other monitors turned off/icons where you want them. After, enable the other monitors.

2015-09-09T01:16:14+00:00 It's definitely a Windows Issue. My monitors had different assignments on them until I did a fresh install of Windows about 2 weeks ago. Sure, I can drag the positions around and choose which is my main display, but the IDENTITY numbers DO matter if you want to do things like dual monitor backgrounds or panoramic gaming. When display 2 is on the left, regardless of the orientation it is set in your display settings, it gets the right side of the input or background image so the image is correctly split into two, but the wrong halves are on the wrong screens.
It will never be fixed, at least for windows 7, which is a shame because it seems like such an easy thing that so many people have complained about.

I think it is because MS https://www.dict.cc/englisch-deutsch/prioritize.htmlprioritizes a Hdmi Connector in the new operating systems and so Hdmi gets Display 1.
And the Drivers Features use Display 1 as Source.
No matter the World is as "Bilderberg" as it is and due to this it'll never get fixed and i'm forced to stay with XP/2K3.

it looks like you did not fully read my append February 14.
I summarize it :
I disconnected the boot hard drive and then I powered up the PC.
In this way, no Operating System was loaded yet but the display settings changed to whatever BIOS/GPU firmware decided and the BIOS messages went on consequently.
In my case, they default to HDMI, connected to the TV, and if the TV is off , all BIOS messages are lost and nothing appears on the PC display.
I also tested by replacing this PC with a notebook : the behavior changed. Bios defaulted to internal LCD.
It is definitively a bios/firmware issue.
It does not depend upon Operating System : you can set whatever you want before power down, but at next power up your settings will be lost and Bios/firmware ones will take over, until the Operating System loads up..
