Connection Problem Troubleshooting - 'The remote device or resource won't accept the connection Detected'

My desktop computer is a Windows Vista Home Premium 32 Bit. The problem occurred about 2 months ago, while it was still Vista, but please note that I upgraded to Windows 7 last night and the problem is still the same.

My Internet Explorer, computer updates, iTunes, and everything else, EXCEPT my AOL, won't work. My connection says 'excellent'. (Everything on my laptops hooking up to my wireless are working just fine, only my desktop is having this problem)

When I click on Internet Explorer, it says 'Internet Explorer cannot display the webpage', and when I click 'diagnose connection problem' it says 'Problems found- The remote device or resource won't accept the connection Detected'

I spoke to my Comcast internet provider all morning about this problem: She stated that on her side the internet connections were working properly. She ran me through steps including replugging the router cords, checking how the internet connection is set up, and some other things, but everything was how it was supposed to be. She suggested that maybe AOL could be the issue and to delete it since I was no longer using it, so I did, but nothing has changed. So, then she told me to contact Windows..(not sure how to call Windows technical support without paying $59?, but found this forum)

Is anyone familiar with this problem and could please help, or to at least point me in the right direction?

Also, please let me know if you need any other information about the problem.

Method 8, resetting IE 8 under tools>internet options>advanced>reset  worked for me

    Ratandeep,

               I have a serious problem because 1.troubleshooting couldnt repair problem, "the remote device or resource wont accept the connection"; 2."the driver for USB2.0-CRW is not installed. install the latest driver for the device" click fix this problem and it goes to tell me "USB2.0 doesnt have a driver and Hardware changes might not have been detected"; 3.troubleshooter for windows update says that "Potential Windows Update Database error detected 0x80070490 keeps occuring as well as the other one which is Windows Update components must be repaired and it says it fixed both those problems, but those problems keep coming back everytime; 4.the dell detect system wont reinstall back onto my computer so i can try and update my computer systems from dell.com; can you please help me, i used to not have these problems and this computer is a 2012 dell inspiron and out of warranty. i cant afford a new one and cant afford to pay someone to get this fixed, my wife gave it to me dec 2013...

    i have tried the whole proxy server lan setting thing and it didnt work and the whole reset the settings for IE or whatever doesnt work for me either. i stupidly updated to windows 8.1 RT the same month it was released, which i now know was stupid. please help me...

    Thank you so much. I just had run into this problem tonight and in my mind I was beginning to panic. I work online and thought my laptop was going to have to see a dr. You saved my weekend.
