Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop.  Think it has something to do with the auto-allign feature - how do I fix this ?

Right-click desktop, click View, and uncheck Auto arrange icons.

    None of this works for me. The 3x esc doesn't work. I have "Show icons" and "Show icon gadgets" active. No other thins in View. Does somebody know  how to fix this?

    Right-click desktop, click View, and uncheck Auto arrange icons.

    that didn't work for me as the Auto-Arrange was not showing a check mark. It has to be something else not allowing me to 'drag an drop' or move icons on the desktop in W10.
