I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

Can't move icons on desk top to new location
Tried this. It did not allow my home screen icons to move. They used to.
This option [Auto arrange icons] was already unchecked. I tried to check and uncheck it again, just in case. No difference!
hitting the escape button a few times helped me. However Microsoft has buggy stuff everywhere.
