Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop.  Think it has something to do with the auto-allign feature - how do I fix this ?

Right-click desktop, click View, and uncheck Auto arrange icons.

    That works sometimes IF and only IF that option is enabled... In a lot of times at work I hit the ESC key and I'm able to move the icons once more. I could never fully grasp why this happens to this date.

    That's not done it and going into those settings has made things a whole lot worse.

    Worked for me too! A series of ESC shook the icons loose again. Weird!!
