Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

2015-11-02T11:38:49+00:00 That works sometimes IF and only IF that option is enabled... In a lot of times at work I hit the ESC key and I'm able to move the icons once more. I could never fully grasp why this happens to this date.

That's not done it and going into those settings has made things a whole lot worse.
