Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop.  Think it has something to do with the auto-allign feature - how do I fix this ?

Right-click desktop, click View, and uncheck Auto arrange icons.

    Do a right click on the desktop; select 'View'; uncheck the box marked 'Automatically Arrange Icons'.

    THAT doesn't work if you are using Fences!!!!!!!!!!!!!!1 Ask if Fences is being used first, please

    This was also my experience.  I removed the free version of Fences and everything returned to normal.  While I liked Fences their lack of response resulted in my not using the paid version.
