Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

Right-click desktop, click View, and uncheck Auto arrange icons.

Tried this. It did not allow my home screen icons to move. They used to.

This option [Auto arrange icons] was already unchecked. I tried to check and uncheck it again, just in case. No difference!
- This problem occurred with a recent automatic Windows 10 update the weekend of 12-8-2017, which REMOVED ALL of my shortcuts from the desktop. No prompts or options were offered about what I wanted in the update, but the Windows 10 update wiped out all 4 of my MS Outlook email accounts, removed ALL history from all MS Office apps, changed my default browser to MS Edge, and wiped a bunch of icons from my screen.
- Now I can no longer drag and drop a shortcut to the desktop for later retrieval. How do I get this back?!?

hitting the escape button a few times helped me. However Microsoft has buggy stuff everywhere.
