Can't move shortcut icons on my desktop to different locations on the desktop

I cannot move my desktop shortcut icons around on my desktop.  Think it has something to do with the auto-allign feature - how do I fix this ?

Right-click desktop, click View, and uncheck Auto arrange icons.

    I had a similar issue. Try one of the 20 solutions I've found while searching for over a week. Only one solution worked for me, and that was creating a new user account.

    It works. I wonder if anyone has thoughts about what setting causes the icons to be locked in the first place?
