Do you have Norton 360 or some other Norton security suite?   If so, that's why.  The double blue icons means there are files that haven't been backed up. It can be turned off.  Go to Norton 360 http://www.symantec.com/norton/support/dtree.jsp?pvid= and learn how to turn it off, reboot and they will be gone.  For anyone that does have Norton 360, if you kept it turned on, when you backed up the files, the icon would turn a solid green arrow instead of the 2 blue arrows.

I hope this helps.

Good luck!

2017 update -- I think now those two blue arrows pointing at each other can mean that the files inside that folder have been compressed, as in, that you chose to compress files on your computer in order to make more room on your hard drive.

Thank you so much.  This issue has bugged me for several years now as the blue box blocks half of the photo preview icon in Microsoft Explorer.  I never would have guessed that it was Norton 360 doing this automatically.  If you have Norton 360...try this solution first.  The MOST HELPFUL REPLY adjusting Microsoft Explorer picture folder properties does not fix this problem.
