Cannot change desktop background in Windows 7 Home Premium

Hi JMcKelvey,

This is an old post, and I see that there have been some solutions proposed, so you may have already solved your problem. I don't see any reference anywhere to the model of computer you are using. It's not a Hewlett Packard by any chance is it? If so, there are a couple of proven solutions.

If you haven't solved your problem yet, and it is an HP, try this:

• Step by step:

1.  Go to  http://www.hp.com/#Support

2.  Choose the Download drivers and software button under Step 1

3.  Under Step 2, enter your product name (e.g. pavilion 2022 ... be very careful as the I am sure the precise model is important.)

4.  Click on the link matching your PC model

5.  Choose Windows 7 operating system (assume you will be 32-bit) 

6.  Scroll down the list Select software and drivers and choose Wallpaper picture position enabler 

>> If you can't find your product name in 3. above then you can run the sp45575.exe fix:

• ftp://ftp.hp.com/pub/softpaq/sp45501-46000/sp45575.exe

It seems to work for others who have not been able to locate the "Wallpaper picture enabler" using the instructions above.

Hi Guys,

Just wanted to share what worked for me.

I am using Dell XPS 1330 with Windows 7 Ultimate. I had the same problem of Desktop background not being changed. I went to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ Policies\system

There were two keys available there:

Wallpaper

WallpaperStyle

Deleted the two keys and I was able to change my desktop background.

Before you endeavour to edit registry, make sure to create a System Restore point or take a valid registry backup.

To edit registry, write regedit.exe in Run.

I have a new dell vostro 1520 and on mine, it goes as far as policies, but there is no system folder.

I know on my first couple of days, i was able to change the background, and suddenly it stopped working.

ok...after doing more reading and experimenting, here is how i fixed my problem...

I went over to this link:

created a new administrator profile as it said.

Logged on the new user profile, and the background there was working just fine, but obviously, all my settings were gone from my original administrator profile.

I didn't want to delete my old administrator profile as the link suggested cause I had that account setup like wanted it, and well, i figured i might try to salvage it, so  Still logged on to the new administrator profile, I navigated to the following path:

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

I copied the themes folder, moved it to the desktop of the new administrator profile, and from there, I zipped the themes folder and emailed it to myself.  I could have put it on the usb drive, or put it on my network, but I was not at home when doing this, so emailing was the easiest solution at the time...

So then I logged on back to my old administrator profile.  Downloaded my zipped themes folder.

I then navigated to the same path as before, but this time in the old administrator profile:

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

I deleted the themes folder there, and unzipped my themes folder from the new administrator account I had previously created, and voila, background is working again!!!!

The EXACT same thing has happened to me, I upgraded

Windows 7 Starter to Home Premium and all was well. Now it's just stuck on this picture and WON'T change, everything else changes, the color, sounds, just the picture won't change. It's so annoying.
