Cannot change desktop background in Windows 7 Home Premium

Its simple just fgured it out. go to control panel then type aero in and use troubleshooter

right click at your desktop, choose personilize, desktop background, choose template,save changes,done.

SPIDS1...others, I think there's a discrepancy between what some folks are referring to in this thread. There are TWO screens we encounter before doing anything else upon turning the machine on. The first one has the log-on screen with the little USER icon in the center. This screen has a microsoft blue background with a little bird on it that looks like the Twitter logo. Upon clicking the LoGOn button we are then taken to another screen. It is the second screen that is easy to change by through multi means as noted in other posts such as right clicking or through control panel. It is the first screen, that which has the Microsoft blue colored one with the little bird on it that I cannot change. I've looked Deep within the directory structure of several larger paths and found the same two image in two of them. It is a BMP file. I'm changed that image with a BMP file of my own making and deleted the original one, but upon re-boot the old image still continues to show. Not that big a deal, but am interested to know if any one else knows 

1. what i'm referring two in mentioning the two different screens encountered upon log in; and
2. what they've done to change the first screen. The second screen is no brainer.

WALLPAPER FIX:

-Start

-Type in the search: Ease of Access

-Click on "Make the computer easier to see"

-Uncheck "Remove background images"

I had this checked. This may solve some of your problems.
