I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes
then deleted the bad picture, then everything worked fine after that. It was a corrupted picture.
This the only solution worked, thank you very much.
Yes! I tried the various solutions in this thread, and this was the one solution that "unstuck" my desktop wallpaper so it could be changed.

i am using hp mini 2040 model. i am having the same problem and i tried everything above.
i am using windows 7 ultimate and its only showing black screen on wallpaper. and it is not changing. i tried everything but not solved. so can anyone tell me how to fix it. when i was using windows 7 ultimate N then it was ok but when i installed this version i am not able to change my wallpaper....

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes
itself and deleted the picture.
