Cannot change desktop background in Windows 7 Home Premium

windows 7 STARTER cannot change your desktop picture only the colour, its sold like that.

While you are correct when you say "cannot change" and "sold like that", it is not quite true. There are many safe ways:

@ Ty th IT Guy: Hey tnx. I had the same problem. This works perfectly! No messing around with registery keys, just delete that stupid file. (make sure you show all hiden files, otherwise you won't see the folder)

I put the following in the run command:

%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

then deleted the bad picture, then everything worked fine after that.  It was a corrupted picture.

This the only solution worked, thank you very much.
