I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.
Cannot change desktop background in Windows 7 Home Premium
I noticed that someone else had this problem. Does anyone know how to fix it?

2012-05-08T03:35:02+00:00 madmike - thank you so much! I spent the last 2 hours trying to fix this issue (background not changing) and your solution was the only one I was comfortable trying (all I know about registries is that I don't know enough about them to attempt changing it) was yours. I tried it, it worked and I am now happy. Thanks again!
