Cannot change desktop background in Windows 7 Home Premium

I noticed that someone else had this problem.  Does anyone know how to fix it?

I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.

    Ty the IT Guy is totally right. On most laptops and computers the manufacturer puts some godawful picture as the default background and sometimes the manufacturer doesn't want you to change that. Just delete said godawful picture.

    This did it for me. The image was stuck for one reason or another. Eliminating got the whole desktop sldeshow going again.
