I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.
Cannot change desktop background in Windows 7 Home Premium
I noticed that someone else had this problem. Does anyone know how to fix it?

2010-02-07T13:43:37+00:00 i had same problem with background not changing found that also certain programs like adobe acrobat would not install went tohttp://support.microsoft.com/kb/886549 and used fix it myself because micosoft fix it which is one of the options was a program that would not install correctly. i hate messing with the registery but this worked check all your key values like it say's and follow the instructions. i had one value that was incorrect after changing this theme changed when i restarted on its own and adobe installed and works fine

2010-01-04T16:23:56+00:00 Thank you SharonMary. I went to HP's website and found the driver I needed to fix my desktop theme problem. I too couldn't save my changes after editing the themes. But after installing the driver, now it works fine. Thanks for you help.

Just wanted to share what worked for me.
I am using Dell XPS 1330 with Windows 7 Ultimate. I had the same problem of Desktop background not being changed. I went to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ Policies\system
There were two keys available there:
Wallpaper
WallpaperStyle
Deleted the two keys and I was able to change my desktop background.
Before you endeavour to edit registry, make sure to create a System Restore point or take a valid registry backup.
To edit registry, write regedit.exe in Run.

Hi I'm using a HP Compac with 64bit win 7 home premium and i couldn't change wallpaper settings, this registry editing solved the problem, for now at least THANKS!
