I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.
Cannot change desktop background in Windows 7 Home Premium
I noticed that someone else had this problem. Does anyone know how to fix it?

2010-02-18T16:12:48+00:00 Same problem here with my brand new Acer laptop and Windows 7 Home Premium 64bit. Tried to change my theme but the wallpaper wont change. I did a system restore from the restoredisks and everything worked again. Then i did all the current Windows updates. Tried again to change the wallpaper and it worked. After next reboot the background was black!!! A new sytem restore and almost the same but the desktop isnt black but I could not change the wallpaper. Come on Microsoft which of your updates affecting my ability to change wallpaper?

right click on gadgets
at the bottom click get more gadgets online
click on create your own theme :)
it actually pretty badass you can change way more than just ur friggin desktop!!
