I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.
Cannot change desktop background in Windows 7 Home Premium
I noticed that someone else had this problem. Does anyone know how to fix it?

2011-04-17T19:21:34+00:00 I went crazy trying to solve this one and finally I found an answer. Hi the windows button and type in the following: %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes.
When this opens up right click on the screen and select properties. When the properties screen opens up uncheck the hidden box on the general screen and hit the apply button. The screen should populate with entries.
After doing this I was able to change my themes and background pictures.

2011-03-21T13:34:41+00:00 I think there are a number of problems being described here, so there are also many solutions.
I had one picture locked in permanently as my desktop picture. It had worked (changed) previously.
It turns out that I had changed the properties for the foldern that held the folder that held my pictures. I had accidently chosen "hidden" under Properties for that folder (I was looking for a file, and, based on previous Windows versions, unatentively thought i was telling the folder to "show hidden files"--a prior windows option). After unchecking "Hidden" the desktop background app was able to "see" the other images again.
Hope this helps someone.
