Cannot change desktop background in Windows 7 Home Premium

I noticed that someone else had this problem.  Does anyone know how to fix it?

I drove my self crazy trying to remedy this dilema for two days. I finally downloaded a program from Stardock called Windows Blinds. That solved my problem.

    I put the following in the run command:

    %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes

    then deleted the bad picture, then everything worked fine after that.  It was a corrupted picture.

    This also worked for me. All of a sudden, I had one photo that stayed on my screen as wallpaper. I could not change it to any other photo or Theme. .Once I did this, I could change my Themes again.

    Only, I went to My Computer\C: Drive\Users\My Name) User\AppDatta\Roaming\Microsoft\Windows\Themes. The desktop photo was the only one in the folder. I deleted it. Tried my themes again and they worked. Before you start, make sure you change your folder views so hidden files are showing.

    I do computer consulting and I can see this happening to some of my clients. Nice to know how to fix it.
